Why Water Appears Below a Roof Vent
A damp mark below a roof vent can come from more than one connection. The collar around the pipe, the flashing base and the surrounding shingles each perform a different part of keeping water out.

The Pipe and Its Collar
A flexible collar fits around the plumbing vent pipe. If it splits or pulls away, rain can travel down beside the pipe. A surface bead of sealant does not establish that the collar and its base remain suitable for repair.
The Flashing Base and Shingles
The metal or other system base is worked into the shingle courses so water flows onto the covering below it. A failed overlap, corrosion or damaged surrounding shingles opens another route. Repair can mean replacing the boot and opening enough roofing to restore those layers.
Why the Ceiling Mark Can Be Elsewhere
Water can follow the deck or framing before it drops into the room. The mark tells the roofer where water arrived, while examination of the roof establishes where it entered. Tell us the room and roughly when you noticed it; the inspection handles the roof investigation.
